You can buy the metal you need from (call them and ask for a deal on cut fees since you'll be buying atleast 50 plates) and then use a whitney punch to punch holes in the corners for the rivets. The only other issue to keep in mind is that since you're using a heavier material for your plates you should use a thicker material for your shirt. So use leather (I like 6 oz cowhide) rather than suede. You could also get long strips of metal and cut them down to size yourself if you have tin snips and the time.
